Community standards bylaw approval stalled

Chief administrative officer Norm McInnis said his hope was council would give the bylaw three readings, but he and the mayor would delay signing it into effect until administration drafts an implementation strategy.

That strategy would cover how the new statute would be phased in and whether the 21 previous bylaws would be rescinded.

"We're 99 per cent there. There's that one per cent where we just need that simple conversation with the CAO and his directors on (clarity)," said Mayor Judy Dahl.

One of the issues that held up third reading was Section 3.2 regarding "dangerous practices".

Coun. Harvey Walsh said the wording is too broad and could potentially prohibit an activity like lawn darts if somebody determines it "reasonably likely to cause injury to another person or damage to property," as written.

Other issues included vehicle weights that can be parked on residential properties and cat licences.

The community standards bylaw will come back to council at a future meeting.

Dahl said council consensus isn't necessary but clarity is.

"My take is, until they are clear on that and can explain it to the public," she said.
