Bylaw wording proposed

Meanwhile, administration has proposed additional wording to the town’s draft development authority bylaw.

“The draft bylaw 2019-28 for Development Authority has recently been reviewed by CAO, management and senior staff members who provided comments, met and held discussions on said changes to the bylaw,” administration said in a briefing note to the committee.

“The bylaw being presented includes some changes to meet legislative requirements, and some amendments are being recommended by staff to be added to provide clarity and ensure we have best practices in place.”

One proposed amendment includes the definition of development to mean the following:

• An excavation or stockpile and the creation of either of them.

• A building or an addition to, or replacement or repair of a building and the construction or placing in, on, over or under land of any of them.

• A change of use or land or a building or an act done in relation to land or a building that results in or is likely to result in a change in the use of the land or building.

• A change in the intensity of use of land or a building or an act done in relation to land or a building that results in or is likely to result in a change in the intensity of use of the land or building.”

Committee members accepted the report for information and instructed it be brought to a future regular council meeting.
