Mountain View County council has refused to make an exception to its ban on low-density country-residential development for applications filed after last November.Rebecca and Stephen Hagglund requested their Dec. 8 application ñ to rezone and subdivide a two-acre parcel on their property east of Olds ñ be considered under the CR policies suspended for the duration of the current MVC Municipal Development Plan review.In a letter to CAO Tony Martens, the couple said they had presented completed application forms and a cheque to cover fees to planning department staff in April 2009, but were told they should first consult with Alberta Transportation due to the parcel's proximity to Highway 27.The Hagglunds complied and in a letter dated June 11, 2010, Alberta Transportation official Lee Bowman indicated AT had no objection to the proposed lot.The couple resubmitted the application on Dec. 8, but by then council had suspended the MDP's low-density CR provisions for applications filed after the November cut-off date.In a report on the Hagglunds' request, the planning department recommended it be denied.ìOur concern is that this would set a precedent,î director Diana Hawryluk explained to councillors during their March 16 meeting.ìWe sympathize with the applicants, but we do have a lot of pre-application meetings and the MDP change was well publicized,î Hawryluk said.Council voted unanimously to deny the request.
