AHS closes bistro's dine-in service for non-compliance

CARSTAIRS — The Olifunt Espresso & Wine Bistro in Carstairs has been ordered to cease dine-in service after a health inspection found that the owners were not screening for proof of COVID-19 vaccination as required under the Public Health Act, according to a Notice of Closure issued by Alberta Health Services.

The notice states that an inspection was undertaken by an executive officer with AHS into compliance with Chief Medical Officer of Health (CMOH) orders issued under the Public Health Act.

The notice states, in part, that, “Patrons and attendees of the establishment were not being screened for one of the following at the point of entry or at the counter: proof of vaccination, proof of a negative COVID-19 test result for a sample that was taken within the prior 72 hours, or original vaccine medical exemption letter.

“This is in contravention of CMOH Order 45-2021 which states that an eligible participant must screen every patron and attendee for one of the following at the point of entry in accordance with the guidelines.”

The notice also stated that, “patron food and beverage service was being offered in the indoor dining area of the premises which is in contravention of CMOH Order 44-2021” and that “owners and staff were not masked which is in contravention of CMOH Order 44-2021 which states ‘a person must wear a face mask at all times while attending an indoor place’.”

The order directs the owner to immediately close the indoor dining area of the premises to the public.

“The above noted indoor dining area of the premises shall remain closed and the business is restricted to take-out, drive through, delivery or patio service only until such time that this Order is rescinded by an executive officer of Alberta Health Services.”

Olifunt is located at 1112 Osler Street in Carstairs.

Contacted by The Albertan on Oct. 28, owner Darlene Banfield declined to provide any comment.
