33-lot residential subdivision application approved in Carstairs

A subdivision application is to accommodate residential development within the Mandalay Estates neighbourhood in Carstairs

CARSTAIRS - Council has approved a subdivision application that proposes subdividing a portion of a local property into 33 lots, including 32 low density residential lots and one municipal reserve lot.

The approval came during the recent regularly scheduled council meeting. 

The seven-acre property involved is located near the new fire hall in the Mandalay Estates neighbourhood.

“The purpose of this subdivision is to accommodate residential development within the Mandalay Estates neighbourhood, in alignment with the Mandalay Estates area structure plan 2018,” said chief administrative officer Rick Blair. 

The proposed residential lots are an average size of approximately 0.12 acre and the municipal reserve lot is 1.93 acres.

The site is adjacent to the new fire hall with the campground to the west, and undeveloped land to the north, east and south.

The applicant is Maidment Land Surveys Ltd., and the owner is 1880763 Alberta Ltd.

The subject site is currently designated as low density residential district - single detached district (R1) and public facility & recreation district (PFR).

“There are multiple utility right-of-ways, caveats, and easements registered on the existing title. All rights-of-ways, caveats and easements will be required to be brought forward for registration on any newly created titles as applicable,” he said. “There are two development agreements between the landowner and the Town of Carstairs registered on title.”

The subject site has access via Mandalay Boulevard, which abuts the north boundary of the subdivision.

“The proposed lots will have access to the proposed roadway, Mandalay Avenue, which will connect to Mandalay Boulevard,” he said, noting the proposed subdivision is in line with the town municipal development plan and the area structure plan.

All proposed lots meet the minimum parcels width and area outlined in the land use bylaw, he said.

“The town requires 10 per cent of subject lands to be dedicated as municipal reserve. This requirement has been satisfied within the proposed subdivision, with a 0.783 hectare parcel being dedicated as municipal reserve,” he said.

The application was circulated to Shaw Communications, TELUS, ATCO Gas Distribution, Alberta Health Services, FortisAlberta, Mountain View County, Alberta Transportation and ATCO Transmission, with no objections received.

The application had previously been approved by the subdivision authority and now by council.

Asked about next steps, Blair says, “We have approved the subdivision application and now there are many steps after that, including entering into a development agreement after that. The development agreement will be the next step.”
