Do away with all distractions?

I have a Bluetooth that came installed in the car. I turn it on and off on the steering wheel, the same as the cruise control on the steering wheel, the windshield wipers, etc.

I think that talking on my Bluetooth with verbal commands and then having a conversation with the person I have called is equivalent to talking with a passenger that would be riding with me. So, there's always going to be distractions. Do I muzzle the passenger? What about the cruise control? The windshield wipers?
